The data core is mandatory and included in every configuration with a fixed monthly fee.
Each specialist module has its own fixed monthly fee. It does not change with your user count.
At least one specialist module is required. Without a module there is nothing to use.
On top comes a usage-based component for analytics, compute time and storage. Only this component grows with user count and usage intensity.
The fixed part is firm. The usage part is an estimate and is billed against actual usage. That is why the calculator shows a range.
